The State of Connecticut does not have any state riding sites for ATV’s and dirt bikes. The Connecticut General Assembly took steps to resolve this issue in 1986 by enacting legislation that directed the Department of Environmental Protection to “make available … properties for such use” in 1986. The General Statute may be read by clicking here, or if you would prefer you can download a pdf of the relevant statute here. Numerous attempts to get DEP to act on that direction have failed. Various bills have been introduced over the years to resolve this issue with no answer to date. In the meanwhile, the State of Connecticut loses revenue from potential registrations, sales taxes not collected on out of state purchases and from user fees at riding sites from both instate and out-of-state riders. Essentially, ATV riders in Connecticut are left out on their own. DEP, in the meanwhile, spends thousands and perhaps millions of dollars on hiking trails, bicycle trails and even horse trails, none of which require registration and some of which have no fees. They are making ATV and dirt bike riders second class citizens. CMBA is urging its members as well as all ATV and dirt bike riders to use your voting power to contact your State Representative and/or Senator to help get this problem resolved. We have to use all avenues in our power to get the DEP to do its job and do what the 1986 legislature told them to … “make available properties for such use” Together, we can make this happen.. |
